Consulting is advisory work: no crews, no installs, only judgement from someone who holds the license and the credentials. This week the questions are about a disputed repair, a heat pump choice and who watches a permit and an approval board. Each answer points at the page that covers it properly.

Who reviews a construction dispute?

The page explains what a construction expert witness does: a technical review of the work, the permit record and the code, with the legal side left to the attorney. Which office issued the permit is the first fact a review needs.

What does a Wellington dispute start with?

Wellington is an incorporated village with its own Building Division on Forest Hill Boulevard, so the permit and inspection record a review reads sits there. Low, flat, canal-drained ground means water in a wall can come from the roof, an opening or the grade, and each path is separated first.

Is an air to water heat pump right for a Palm Beach Gardens home?

An air-to-water heat pump is an air-source machine, not a ground-source one. In Palm Beach Gardens the City Building Division on North Military Trail handles the permit, and salt air on the eastern side is a reason to ask the supplier about casing finish and coil protection.

What about an air to water heat pump in Wellington?

One 33470 mailing address can sit in three different jurisdictions. Permit expediting is offered in Florida and in Palm Beach County.

What comes first in Palm Beach Gardens, the approval or the permit?

In communities such as PGA National and BallenIsles the architectural review board usually signs off before a permit is worth filing, and the City Building Division issues the permit after that. An owner's representative keeps the order straight so a four-week job does not become ten.

New This Week — FAQ

What is new from Consulting this week?

Construction expert witness advice for Wellington, air to water heat pump advice for Palm Beach Gardens and Wellington, and owner's representative and permit help for Loxahatchee and Palm Beach Gardens.

Is Consulting construction work?

No. Consulting is advisory, feasibility and owner's-representative work. It is separate from the construction crews.

Is an expert witness a lawyer?

No. Randolph Scott Bell is not an attorney and does not give legal advice. The work is construction and code expertise offered in support of a legal or dispute process.

Is an air to water heat pump a geothermal system?

No. An air-to-water heat pump is an air-source machine that takes heat from outdoor air. A geothermal system is ground-source. They are different machines with different engineering.

What credentials sit behind the Consulting advice?

A Florida Certified General Contractor license (CGC1528750), a RESNET Certified HERS Rater credential (RTIN 4516301), a LEED Accredited Professional credential and an MBA from the University of Miami.

How do I start?

Call (561) 779-3213 and describe the building or project. The first conversation is about whether advisory support fits what you are trying to do.
