A listing agent represents you, the seller: advising on condition and preparation, pricing, marketing, showings, offers and contract terms, and carrying the sale through inspection, appraisal and closing. This page is for sellers. If you are buying, see the buyer's agent page for West Palm Beach.
It is general guidance, not a valuation, a listing of specific homes or a promise of a sale price or time on market.
Ask a local where they live and the answer is a neighbourhood: El Cid, Flamingo Park, Old Northwood, Southland Park, Grandview Heights, SoSo. Four of those are City historic preservation districts, with century-old bungalows and mid-century houses on streets where one house has its original single-pane windows and the next has impact glass. Newer infill and condominium buildings sit between them.
That mix decides what a buyer's inspector, insurer and lender look at first, so it decides what a seller should know before the sign goes up.
City permits. West Palm Beach is an incorporated city and the county seat. Its own Development Services Department, Building Division, runs permits, plan review and inspections through the City's online EPL platform, which is a different office from the Palm Beach County Building Division that covers unincorporated areas such as Loxahatchee. A licensed contractor must hold the permit for roof, window and structural work.
Historic districts. In El Cid, Flamingo Park, Old Northwood and Southland Park the City's Historic Preservation Board reviews exterior changes before a permit is finaled. If you are thinking of replacing a window or changing a roofline before listing, find out first whether your address is inside one.
HOA and condominium resale rules. Expect resale documents, an approval step for your buyer and architectural rules that also cover any repair you make before listing: a roof colour, a window style, a door. Ask the association what it requires and how long it takes before you set a timeline, and put the answer in your listing plan.
Wind. Under the Florida Building Code wind map the City's coastal core, downtown and the neighbourhoods along the Intracoastal, sits in the 170 mph band, so a replacement opening there needs a Florida Product Approved unit rated to it. The requirement is confirmed per parcel at permit time.
Flood zone. A buyer's lender and insurer will ask for it. Flood zones are parcel-specific and re-mapped from time to time, so confirm the FEMA zone for your address and keep any elevation certificate with your listing documents.
As a Certified General Contractor (CGC1528750) and Certified Roofing Contractor (CCC1332751), both state licences verifiable at myfloridalicense.com, Randolph can walk your house before it is listed. He tells you what a buyer's inspector is likely to raise and what the repair would involve, then you decide what to fix, what to disclose and what to leave for the buyer to price. Bell Property Group also does fix-and-flip work with renovations self-performed. That is capability, not a guarantee of any inspection result or sale price.
The order of the work is in our pre-listing guide: what to fix before you sell.
The owner is a Florida state-certified general contractor and roofing contractor, which means he may contract in any Florida county. The firm behind the licences, Bell Engineering and Construction Corporation, has operated continuously since February 2009.
Also in West Palm Beach: if the repair list is long, construction pulls the City permit; if the roof is the problem, roofing covers the re-roof; if you hold the home as a rental or sit on an HOA board, property management covers the association side; and if a vacant lot is in the picture, land services can prep it.
Randolph Scott Bell is a Florida real estate sales associate (SL3247858) brokered through LoKation, and a REALTOR®. He is not an independent brokerage and does not act as broker of record. He is also a Certified General Contractor (CGC1528750) and Certified Roofing Contractor (CCC1332751). He was born and raised in West Palm Beach.
Ask what the agent will do before the house goes on the market, not only after. Check the licence at myfloridalicense.com, ask who the brokerage is, and ask how they handle roof age, open permits, historic-district review and HOA resale documents. This page lists no homes or prices, and it makes no promise about a sale price or time on market.
Inside city limits it is the City of West Palm Beach, through its Development Services Department Building Division and its online EPL permitting system, not the Palm Beach County Building Division. Roof, window, structural and many electrical or plumbing repairs generally need a permit, and a licensed contractor holds it. Unpermitted past work is something a buyer's inspector and title search can surface, so ask before you start.
It can. El Cid, Flamingo Park, Old Northwood and Southland Park are City historic preservation districts, where the Historic Preservation Board reviews exterior changes such as a new window opening or a roofline change before a permit is finaled. Interior-only work generally does not trigger that review. If your home is in one, ask the City what applies before you plan a pre-listing repair.
Many condominiums and planned communities in West Palm Beach have an association. An association typically adds resale documents, an approval step for the buyer and architectural rules for any repair you make before listing. Ask your association what it requires and how long it takes, then set your listing timeline around the answer. Older single-family streets with no HOA skip that step but may still sit in a historic district.
Often yes. The same street can hold a house on its original single-pane windows next to one already fitted with impact glass, and roof age drives insurability and the buyer's insurance quote. As a Certified Roofing Contractor and general contractor, Randolph can read the visible condition and what a repair would involve before you list. That read is context for your decision, never a guarantee of an inspection result.
The City's coastal core, downtown and the neighbourhoods along the Intracoastal, falls in the 170 mph design-wind band under the Florida Building Code, so replacement openings there need a Florida Product Approved unit rated to it. Flood zones are parcel-specific and are re-mapped from time to time, so confirm the FEMA zone for your address and keep any elevation certificate with your listing documents.
Both. This page is for sellers. If you are buying, see the buyer's agent page for West Palm Beach. Neither page lists homes, prices or past sales.
