Why Us
Randolph Scott Bell is the only Palm Beach County contractor who is also a certified energy engineer, and the owner inspects every job. That matters on a gutter job because a gutter is only as good as the fascia and roof edge it hangs on, and we hold both the general contractor and the roofing licence to fix what we find behind it. Every job carries a written one-year workmanship warranty, and every roofing or window estimate includes a free wind-mitigation & energy walk-through.
Wellington Roofs
Wellington was built out mostly between the late 1970s and the 2000s, so the village is a patchwork of roof types: concrete tile on the bigger homes, shingle on the middle of the market, metal on newer replacements and on outbuildings. They shed water differently. A metal roof delivers a downpour to the eave almost instantly, which is where a 6-inch trough and a 3x4 downspout earn their place. A tile roof throws water off the lower edge in a sheet, so hanger spacing and the drip edge detail matter more than the trough alone. A long shingle plane over a patio or pool deck is the classic place for one undersized run to overshoot at one end.
That is why we measure the roof feeding each run before we choose a size, then place downspouts where the water concentrates, in valleys, along long eaves and at inside corners. We also look at where each one discharges, because in Wellington the point is to move roof water away from the slab and the pool deck, not simply off the roof.
Rainy Season & Fascia
Palm Beach County’s wet season runs roughly June through October. Afternoon cells drop an inch or two of rain in under an hour, and a gutter that cannot keep up lets water sheet over the front edge. The fascia stays wet, softens, and stops holding the hangers; the run sags, loses its fall and holds standing water, which in this climate means mosquitoes within days. Homes in Sugar Pond Manor, the Landings and the older parts of the village have now had thirty or forty of those seasons.
So the first thing we do is look at the fascia, the drip edge and the first course of roofing. Rotten fascia is replaced while the eave is open, bad edge detail is corrected, and only then is the gutter formed, hung on hidden hangers into solid framing, pitched to its outlets and tested with water before we pack up.
Village Permits & HOAs
Wellington is an incorporated village with its own Building Division at the Wellington Municipal Complex on Forest Hill Boulevard, not the Palm Beach County Building Division that covers unincorporated Loxahatchee and The Acreage. Gutters alone often need no permit, but replacing fascia or touching the roof edge can change the answer, and when gutters are part of a re-roof the roofing permit governs the whole scope. We confirm with the Village before we fabricate. Most of Wellington sits in the Wind-Borne Debris Region, with local design pressures running roughly 140–160 mph, and the roof edge is exactly where wind pressure peaks, so hanger spacing and fastener length are not places to save.
Then there is the board. Wellington is a mosaic of homeowner associations, among them Binks Forest, Olympia, Versailles, Grand Isles, the Isles at Wellington and Wellington Shores, and many of them review exterior colour and sometimes downspout placement. We match the aluminum to the trim on the house, and we can put the colour and the downspout plan in front of your architectural review committee before the van arrives.
Proof
In 2025 we hung seamless gutters on a two-story stucco home in Wellington with a long eave over a paved patio and pool deck. The street, the client and the community are held privately, so we do not name them. The run was formed on the driveway and went up as one length instead of three sections spliced in mid-air over the patio. We do not have a named Wellington HOA project to cite, so beyond this one job we lead with the credentials above: Florida Certified General Contractor CGC1528750, Certified Roofing Contractor CCC1332751, EPA Lead-Safe Certified Firm #NAT-F122701-2 and BBB A+ accreditation.

Also in Wellington: gutters are usually the second job after the roof, so see roofing in Wellington if the shingles or tile are near the end of their life. Boards and condo associations can start at property management in Wellington; land services handles regrading when the water still pools after the gutters are fixed; and America the Food Truck caters the party once the house is finished.

Questions, Answered
It depends on the scope. Wellington is an incorporated village with its own Building Division at the Wellington Municipal Complex on Forest Hill Boulevard, separate from unincorporated Palm Beach County. Hanging a new gutter on sound fascia is one thing; replacing fascia, decking or roof edge is another, and a re-roof permit governs the gutters that come off and go back on with it. We confirm what your address needs with the Village before we fabricate, and a licensed contractor holds any permit.
Often, yes. Many Wellington communities, from the gated enclaves to the older neighbourhoods, review exterior colour, and some also look at where downspouts discharge. We match the aluminum to the trim already on the house, we plan downspout runs before we fabricate rather than where it happens to be convenient, and because we manage associations ourselves (CAM34850, firm CAB3255) we know what a board wants to see in the submittal.
The size follows the roof area feeding each run, not the size of the house. Palm Beach County's wet season runs roughly June through October, with afternoon cells that drop an inch or two in under an hour, so a long tile, shingle or metal roof plane can overload a small trough at one corner. A 6-inch K-style gutter carries roughly 40 percent more than a 5-inch and pairs with 3x4 downspouts; we measure the contributing roof area and the valleys, then decide run by run.
Both, and the fascia comes first. Wellington was largely built out between the late 1970s and the 2000s, so a lot of eaves have been wet for decades. Water that sheets over a failing gutter softens the fascia behind it, the hangers lose their grip and the run sags. We look at the fascia, drip edge and roof edge before anything is formed, replace rotten wood while the eave is open, and tell you honestly if the real problem is the roof edge rather than the gutter.
There is no honest flat rate over the phone. The number depends on linear feet, one story or two, gutter and downspout size, whether guards are added, and whether old gutter and soft fascia have to come off first. Estimates are free: call (561) 779-3213 and we will measure the roofline and put the scope in writing.
