Randolph Scott Bell holds Florida STATE-CERTIFIED General Contractor license CGC1528750 — a certification, not a local registration, meaning he may legally contract in any Florida county without additional local licensure. He is also the only Palm Beach County contractor who is also a certified energy engineer, and he inspects every Lake Worth Beach kitchen himself. Lake Worth Beach is oceanfront and sits in the Florida Building Code's Wind-Borne Debris Region, in the top wind band — where Greenacres and Royal Palm Beach, a few miles inland, generally fall outside it. College Park, Old Lucerne, and where the board actually looks

College Park and Old Lucerne are designated National Register historic districts, built out in the 1910s–1930s bungalow era. For a kitchen the line is worth knowing early: what happens inside the room — cabinets, counters, appliances, flooring, rewiring, replumbing — is not a Historic Resource Preservation Board matter. What the street can see is. Enlarging a kitchen window, adding an exterior door to a side elevation, or cutting a new range-hood vent through a visible wall typically needs a Certificate of Appropriateness from the Board before the City permit is finaled.

That review runs alongside the City permit, not instead of it. We prepare the submittal package and build the review window into the schedule rather than discovering it with cabinets already on a truck. And because those same districts are pre-1978 almost without exception, the EPA's Renovation, Repair and Painting rule applies to the demolition — Bell Engineering and Construction Corporation is an EPA Lead-Safe Certified Firm, #NAT-F122701-2, which is what the law requires of anyone disturbing painted surfaces in a house of that age.
