The Short Answer

A Palm Springs board has two kinds of community to think about. About two-thirds of the Village's housing is single-family homes on individually owned lots, and most of those answer to no association. The rest sits in condominium communities such as Lake Clarke Gardens, a 55+ condominium community, and Lakeside Village Condominiums, where an association owns the roofs, paving, pools and common structure and has to save for replacing them. That second group is who a reserve study is for.

A reserve study lists each major component, its remaining useful life, its replacement cost and what the association should set aside each year. Florida sets the rules in Chapter 718 for condominiums and Chapter 720 for homeowners' associations, and your declaration adds its own voting and notice steps. Our HOA budget, reserves and collections hub covers the finance calendar for every Palm Beach County board; this page covers what changes in Palm Springs.

Palm Springs Permits Shape The Reserve Schedule

Palm Springs is an incorporated Village with its own Planning, Zoning & Building Department at 226 Cypress Lane, running an online portal for permit applications, plan review and inspection scheduling. That is a different office from the Palm Beach County Building Division that covers unincorporated areas. When a reserve schedule says "roof, year 12", the real project will be permitted by the Village, held by a licensed contractor and inspected before it closes, so the schedule should leave room for those steps rather than assuming a county process that does not apply here.

Where an association sits inside a condominium community, there is a second approval: the association's own rules on roof colour, material and profile come before the Village permit. A board that plans the vote and the permit in the same quarter avoids the delay of finding that out in the middle of a failing roof.

The 170 mph Wind Band And What Components Cost

Under Palm Beach County's Figure 1609.3(1) Ultimate Design Wind Speed map (Risk Category II), the entire Village falls in the 170 mph band, the same top reading as the West Palm Beach mainland and higher than the 160 to 165 mph Wellington sees. For a reserve study that matters on three lines: the roof system, the windows and exterior doors, and the waterproofing and exterior envelope. Each has to be a Florida Product Approved assembly rated for that band, and each is priced accordingly.

Randolph also holds a Certified General Contractor license (CGC1528750) and a Certified Roofing Contractor license (CCC1332751), so a board managed through BeacCorp can have a licensed contractor look at the roof and exterior lines before the next study is ordered, instead of pricing them from a distance.

Reserves: Funding The Roof Before It Fails

For a residential condominium building three habitable stories or higher, section 718.112(2)(g) requires a structural integrity reserve study at least every 10 years covering roof, structure, fireproofing and fire protection, plumbing, electrical, waterproofing and exterior painting, and windows and exterior doors. For those components the reserve amounts have to follow the study. Our milestone inspection and SIRS guide walks through the deadlines.

Smaller condominium buildings and homeowners' associations follow other provisions, so ask your association attorney which chapter applies. Whichever applies, the habit is the same: keep the study current, put its recommended contribution into the budget, and hold reserve accounts apart from the operating account.

Budget And Collections, The Other Two Legs

Reserves only work if the budget includes them and owners pay their assessments. A Palm Springs board should expect a budget package that shows last year's budget, last year's actual, this year's proposal and a note on each line that moved, with the reserve contribution taken from the study and an honest allowance for accounts that are behind.

We publish no collection fee or percentage here. For how management fees are generally structured, see our property management fees guide.

Why A Hands-On Manager

Randolph lives and works in the same community he manages and attends the association meetings himself rather than sending a coordinator. For a Palm Springs board that means the person who explains the reserve study at the meeting is the licensed manager on the file: CAM34850 for the individual and CAB3255 for the firm. BeacCorp is a service-area business covering Palm Beach County.

Also In Palm Springs

A reserve plan often leads to physical work, so here is where to go next. If the study flags a roof or windows, the construction page for Palm Springs covers Village permitting and the 170 mph band, and roofing in Palm Springs covers the re-roof itself. If the grounds need clearing or storm debris removed, see land services in Palm Springs. For a community event after the meeting, see the AMERICA food truck in Palm Springs. For the day-to-day side, see HOA management in Palm Springs.

This page is general guidance for Florida boards, not legal advice. Florida statutes are amended often and every association's governing documents differ. Confirm deadlines, notice requirements and votes with your association attorney before you act on them.

Palm Springs HOA Reserves, Budgets & Collections - FAQ

Who issues the permit when a Palm Springs association replaces a roof or windows?

The Village of Palm Springs, through its own Planning, Zoning & Building Department at 226 Cypress Lane, not the Palm Beach County Building Division. A licensed contractor holds the permit for structural, roofing or opening work. A reserve schedule should assume Village permit and inspection steps for those components.

Which wind band applies to Palm Springs reserve projections?

Palm Beach County's Figure 1609.3(1) Ultimate Design Wind Speed map (Risk Category II) places the entire Village in the 170 mph band. Replacement windows, exterior doors and roof systems priced in a Palm Springs reserve study should be Florida Product Approved to that standard, confirmed for the specific parcel.

Do all Palm Springs homes have an HOA that needs a reserve study?

No. Roughly two-thirds of Palm Springs housing is single-family homes on individually owned lots, and many of those have no association at all. The reserve question belongs to the condominium communities and the HOAs that own common property, such as Lake Clarke Gardens, a 55+ condominium community, and Lakeside Village Condominiums.

What does a reserve study cover for a Palm Springs condominium?

It lists each major component, such as the roof, paving, waterproofing, windows and exterior doors, plumbing and electrical, with a remaining useful life, a replacement cost and a recommended yearly contribution. For a covered condominium building the structural integrity reserve study under section 718.112(2)(g) sets the required components; your association attorney confirms what applies to your building.

How often does a Palm Springs condo association need a structural integrity reserve study?

For a residential condominium building three habitable stories or higher, at least every 10 years under section 718.112(2)(g). Smaller buildings and homeowners' associations fall under other rules, so ask your association attorney which chapter and which schedule apply to your community.

Can a Palm Springs board waive or reduce reserves to keep assessments low?

For the structural integrity reserve study components of a covered unit-owner-controlled condominium, budgets adopted on or after December 31, 2024 may not waive or reduce reserves, and the amounts must follow the most recent study. Other reserves depend on the type of association and its documents, so confirm the vote and notice steps with your attorney.

What does a collections process look like for a Palm Springs association?

A written policy applied the same way to every owner: a monthly delinquency report to the board, a prompt reminder and statement, written demand where the policy allows it, and an attorney referral for liens and foreclosure notices under section 718.116 for condominiums or section 720.3085 for HOAs. The manager keeps the file complete. This page publishes no collection fee.

Who would manage our Palm Springs reserve and budget calendar?

Randolph Scott Bell holds CAM34850 as the individual Community Association Manager, and BeacCorp holds the firm licence CAB3255. Randolph lives and works in the same community he manages and attends the association meetings himself rather than sending a coordinator. Call (561) 779-3213.

Where do I start if our Palm Springs reserves look underfunded?

Gather the latest reserve study, the current budget and the reserve account statements, then call (561) 779-3213 or use the form on this page with the association name. The first step is comparing the study's recommended contribution with what the budget actually sets aside.
