New This Week in
Property Management

Thirteen property pages, each built around a question a board or owner in that place really has, and the one local fact that changes the answer.

This week's property pages split into three kinds of question: what a condo board owes the calendar, what an insurer wants from a roof or window report, and how a board changes managers without losing its records. Each page below carries one local fact, so the answer changes with the place. I hold Florida Community Association Manager license CAM34850, and BeacCorp holds firm license CAB3255.

Boynton Beach condos: how do you fund the work a report puts in writing?

Boynton Beach has a large share of the county's condominium and 55+ housing, much of it built from the 1960s through the 1980s, the age band where the milestone inspection and SIRS rules bite hardest. The page is about planned assessments and what owners should be told before the vote.

Delray Beach condos: which kind of building is yours?

Delray Beach mixes beachside and Intracoastal buildings, older downtown condominiums and large gated 55+ communities, and a board there can face a historic-district review or a master-association approval on top of the building rules.

Greenacres condos: when did your building go up?

Much of Greenacres' housing went up between roughly 1970 and 1999 as concrete block, and the page lists the three clocks a condo board has running: the milestone inspection, the SIRS and the reserve funding the study sets in motion.

Lake Worth condos: which Lake Worth permits your repair?

The City of Lake Worth Beach is the incorporated city, while "Lake Worth" is also used for the unincorporated area west of it, which permits through the Palm Beach County Building Division. Which one a building is in decides where its repair permits go.

Palm Springs condos: who approves first, the association or the Village?

Roughly a third of the Village's housing sits in condominium communities, and in those buildings the association's rules govern roof color, material and exterior changes before the Village ever sees an application.

HOA budgets, reserves and collections: why do all three have to work?

The operating budget pays for this year, the reserve budget sets money aside for roofs and paving, and collections turns assessments into cash. When one is weak the other two take the strain: low reserves lead to special assessments, and slow collections squeeze the operating account.

Wind mitigation inspection: which report does your insurer mean?

Two different reports get called insurance inspections in Florida. A wind mitigation inspection documents the features that help a building resist hurricane winds; a 4 point inspection reports on four systems, and an insurer asks for it before it will write or renew a policy on an older home.

Loxahatchee: which office covers your address?

Loxahatchee is a mailing address, not one jurisdiction. Most of it is unincorporated Palm Beach County, the Town of Loxahatchee Groves runs its own building operations, and the City of Westlake has its own Building Department, so the permit records behind a wind report sit in different places.

Royal Palm Beach: whose permits are on file?

Royal Palm Beach is an incorporated village with its own Building Division at Village Hall, so its permits do not come from the county or from neighboring Wellington. Those permits show the year, product and installer behind each feature on the report.

The Acreage: a district is not an HOA

The Acreage is unincorporated, so roof and window permits run through the county Planning, Zoning & Building Division. The Indian Trail Improvement District is a special district that maintains roads, canals and drainage swales; it is not a homeowners' association.

Wellington: the equestrian parcel with more than one roof

The Equestrian Preserve Area has large parcels with a residence, guest quarters and outbuildings, and each structure has its own roof and openings. The page says to agree in advance which buildings the insurer wants documented.

My Safe Florida Condo: what do we know and not know?

It is a state pilot program aimed at hurricane mitigation for condominium associations. The page says plainly that we have not verified its current rules, grant amounts or deadlines, and it publishes no figure we have not checked.

Switching HOA management companies: what comes first?

Read the contract for its term and termination clause, give the written notice that clause requires, make sure the records and money come back to the board intact, and tell the owners. Everything else hangs off those four steps.

What they have in common

Every page is answered by the same licensed manager, who is also a Certified General Contractor (CGC1528750), so a repair a report turns up can be scoped and supervised without a second search. Call or send the form on the property page if you want the same answer for your association.

Also this week, new wind mitigation pages for West Palm Beach, Jupiter and Palm Beach Gardens.

This Week in Property Management โ€” FAQ

Who writes these pages?

Randolph Scott Bell, who holds Community Association Manager license CAM34850. BeacCorp Property Management holds Community Association Management Firm license CAB3255.

Why are the pages different from each other?

Because the places are. Some towns run their own building departments, Loxahatchee and The Acreage are unincorporated, and a coastal tower faces different rules from a low-rise garden condo.

Does this post give a fee or a price?

No. There is no published fee schedule, because the cost depends on the size and scope of the association or the property.

How do I ask about my association?

Call (561) 779-3213 or use the form on the property page.
