Why West Palm Beach Is Different
West Palm Beach is an incorporated city and the county seat, with its own Development Services Department, Building Division. A demolition permit here is a City permit, filed and tracked through the City's EPL platform and its Civic Access portal. It is not issued by the Palm Beach County Building Division, which handles unincorporated areas such as Loxahatchee and The Acreage. A licensed contractor holds the permit. Utilities are disconnected and confirmed first, the permit is finaled at the end, and only then can a rebuild permit move on the same parcel.
The parcels are small urban lots rather than raw acreage, and the housing stock runs from century-old bungalows to new infill. El Cid, Flamingo Park, Old Northwood Historic District and Southland Park are designated City of West Palm Beach Historic Preservation districts, where the Historic Preservation Board must approve exterior changes, and taking a structure down is one. Grandview Heights, SoSo and Prospect Park follow standard City permitting unless a private HOA applies. Wind matters on a half-finished job as well. The City's coastal core, downtown and the neighbourhoods along the Intracoastal, sits in the 170 mph design-wind band of the Florida Building Code, 8th edition (ASCE 7-22, Risk Category II, Exposure C), and the county is a Wind-Borne Debris Region. In storm season a partly demolished structure is loose debris, so the schedule is built to leave the site secure.
Staging and Haul-Off
On a city lot the haul-off is half the planning. Before the permit goes in we look at the street frontage, the driveway apron, any alley, and where a roll-off can stand without blocking a neighbour or a sidewalk. Lots near the Intracoastal and the canals add overhead lines, tight turns and neighbours close on both sides, so the plan covers where a truck can reach, where the excavator sits and how the load leaves. Concrete and masonry are separated from wood-frame and mixed debris because they are weighed and tipped differently.
