The City permits through its own digital EPL platform and Civic Access portal, and a licensed contractor must hold the permit for structural, roofing or opening work. For a board, that means repair scopes have to be written and priced in a form the City will accept before a contractor can start. We have done permitted work in the city: in Randolph's words, "This is a concrete restoration project we had to do with a permit in West Palm Beach. The permit was pulled through the Palm Beach County Building Department." That job was a structural beam and lintel repair over a patio opening, not a condominium.
For condominium experience of his own, in 2011 Randolph was employed as building manager of North Ocean One, an oceanfront condominium in the Town of Palm Beach, next door. He ran the maintenance staff and doormen and oversaw the pool restoration, seawall repair, landscaping, roof, balconies and windows, including the concrete restoration of the balcony slabs and columns.
