A reserve study lists every major component an association will have to replace, estimates when and at what cost, and recommends a yearly contribution. A qualified professional prepares it for the board. The manager's job is everything around it: knowing when it expires, putting its number into a budget owners can follow, and applying one collections policy to every owner so the assessments behind the reserve are actually paid.
In Jupiter that job has a coastal edge. The Town sits in the Wind-Borne Debris Region, many buildings stand on the ocean or the Loxahatchee River, and a community such as Abacoa or Jonathan's Landing works under its own board rules as well as the statute. Randolph Scott Bell holds Florida Community Association Manager license CAM34850 and firm license CAB3255, lives and works in the same community he manages, and attends association meetings himself rather than sending a coordinator.
Section 718.112(2)(g) requires a structural integrity reserve study (SIRS) at least every 10 years for residential condominium buildings three habitable stories or higher. It covers roof, structure, fireproofing and fire protection, plumbing, electrical, waterproofing and exterior painting, and windows and exterior doors. For budgets adopted on or after December 31, 2024, a unit-owner-controlled association that must have one may not vote to waive or reduce reserves for those components, and the reserve amounts must follow the study. See our milestone inspection and SIRS guide for the deadlines.
Homeowners' associations are governed by Chapter 720, which handles reserves differently, so a Jupiter HOA should ask its association attorney how its declaration and the statute apply. The full finance calendar, covering budgets, reserves and collections, is on our HOA budget, reserves and collections page.
The Town permits the replacement. Jupiter is an incorporated town with its own Building Department at 210 Military Trail and an online CDS portal for applications, plan review and inspection scheduling. A roof, window or waterproofing job the study schedules goes through that office, not the Palm Beach County Building Division, so the board should plan submittals before the work is needed.
Wind and the coast. Jupiter sits in the Wind-Borne Debris Region, with design wind speeds running roughly 160 to 175 mph and climbing toward the ocean. Replacement openings must be impact-rated or protected by approved shutters, which affects what the windows and exterior doors component costs. Oceanfront lots and homes along the Loxahatchee River can also fall under Coastal Construction Control Line provisions that add engineering, tie-down and elevation requirements. Salt air shortens the life of roof fasteners and window hardware, so ask the study provider how that was reflected in the useful-life figures.
Communities with their own boards. Abacoa, the 2,055-acre master-planned Traditional Neighborhood Development begun in the mid-1990s, is deed-restricted, and its architectural standards govern colours, materials and elevations. Gated golf communities such as Jonathan's Landing and Admirals Cove run their own boards the same way. A reserve project in any of them usually needs the board's architectural approval alongside the Town permit. Jupiter Farms on the west side is rural, with acreage, wells and septic, and is far more often outside a condominium structure.
A contractor in the same office. Randolph also holds a Certified General Contractor license (CGC1528750) and a Certified Roofing Contractor license (CCC1332751), so a board can have a licensed contractor look at a roof or exterior line before the number goes into the budget. BeacCorp holds a Business Tax Receipt for Jupiter, a local business tax registration and not a contractor licence.
We do not publish a management fee or a collection percentage on this page; the fees guide explains how fees are generally structured. A board unhappy with its current firm can read switching HOA management companies.
A Jupiter board often needs the building looked at next. If the study names the roof, see roofing in Jupiter; for impact windows, concrete and permitted exterior work, construction in Jupiter. Clearing an overgrown lot or hauling storm debris is land services in Jupiter, and a community event can be catered by the AMERICA food truck in Jupiter.
The same reserve work for a county-seat board is on our West Palm Beach reserve study page. For day-to-day management nearby, see condo association management in Jupiter.
Condominium buildings three habitable stories or higher need a structural integrity reserve study at least every 10 years under section 718.112(2)(g). Homeowners' associations fall under Chapter 720, which treats reserves differently, so check your declaration and ask your association attorney.
The study sets it. A reserve study lists each component, its remaining useful life and replacement cost, and recommends a yearly contribution. We do not give a figure without one, because it depends on the components and the community.

Their own architectural standards and boards govern colours, materials and elevations, so a reserve-funded exterior project usually needs board approval alongside the Town permit. Check your documents.
We do not publish a number, because the price depends on the size and type of the property and the provider the board chooses. Call (561) 779-3213 to talk through your association.
